WTO Enquiry Point

The WTO Enquiry Point was created by the Ministry of Economic Affairs and Communications at the Estonian Centre for Standardisation in late 1999. Since May 2001, the WTO Enquiry Point has been part of the Estonian Centre for Standardisation.

The Enquiry Point was created in order to comply with the requirements of the World Trade Organisation (WTO) under the Agreement on Technical Barriers to Trade (TBT Agreement) and the Agreement on the Application of Sanitary and Phytosanitary Measures (SPS Agreement).

Provision of information about technical regulations:

Provision of information is the provision of information to other countries, for the purposes of preventing barriers to trade, about standards undergoing preparation or amendment and about draft legislation and international treaties containing technical regulations.

The duty to provide information is provided in the following legal instruments:

1. Agreements of the World Trade Organisation (WTO):

  • Agreement on Technical Barriers to Trade;
  • Agreement on Sanitary and Phytosanitary Measures.

2. Directive 98/34/EC of the European Union.

3. Product Conformity Act.

4. Regulation No. 140 of the Government of the Republic on the procedure for the provision of information about draft legislation establishing a requirement for information society services and being subject to assessment with respect to the provision of the services and about a requirement established for information society services by a stock exchange operator, an entity operating a regulated securities market or an operator of a clearing and settlement system and on the designation of an institution coordinating the provision of information.

5. Regulation No. 199 of the Government of the Republic on the procedure for the provision of information about draft legislation or a draft international treaty containing sanitary and phytosanitary measures (currently being re-enacted).

Provision of information is coordinated by the Ministry of Economic Affairs and Communications.

In accordance with the requirements set out in legislation, the functions of the Enquiry Point at the Centre for Standardisation are to:

  • store, transmit and publish notifications received from WTO member countries or transmitted by Estonia;
  • provide information about the Estonian standards programme (Code of Good Practice);
  • provide information about Estonian standards (Directive 98/34/EC);
  • reply to enquiries received from other countries.
