This part of IEC 61851 is a system standard providing general requirements to EV supply equipment used for energy transfer between an electrical installation and an electric road vehicle, with a rated supply voltage at side A3 up to 1 000 V AC or up to 1 500 V DC, and a rated voltage at side B up to 1 000 V AC or up to 1 500 V DC.
Electric road vehicles (EV) cover all road vehicles, including plugin hybrid electric road vehicles (PHEV), that derive all or part of their energy from on-board rechargeable energy storage systems (RESS).
This standard provides system requirements for the different charging modes.
Beside definitions and general system requirements given in this document, specific Mode 2 EV supply equipment requirements are covered by IEC 62752.
Beside definitions and general system requirements given in this document, specific Mode 4 EV supply equipment requirements are covered by the relevant part(s) of IEC 61851-23 series.
This standard does not include requirements for:
• electrical devices and components used in EV supply equipment, which are covered by their specific product standards;
• EMC for EV supply equipment, which are covered by IEC 61851-21-2;
• EMF for EV supply equipment;
• storage systems for the supply of EV supply equipment;
• security of the EV supply equipment;
• preventive or curative maintenance of the EV supply equipment;
• DC EV supply equipment that relies specifically on electrical separation with rated side B voltage up to 120 V DC, which are covered by IEC 61851-25;
• DC EV supply equipment that relies specifically on double or reinforced insulation with rated side B voltage up to 120V DC, which are covered by IEC TS 61851-3 series;
• vehicle to load devices, which are covered by IEC TS 63638;
• charging of rechargeable energy storage system (RESS) off board of the EV;
• charging of trolley buses, rail vehicles, and vehicles designed primarily for use off-road.
This document constitutes also the product standard for Mode 3 EV charging station, with a rated supply voltage at side A4 530 and side B up to 1 000 V AC. It defines all the requirements for forward and reverse power transfer through Mode 3 EV charging station.
Additional requirements can apply to equipment designed for specific environments or conditions, for example:
• EV supply equipment located in hazardous areas where flammable gas or vapour and/or combustible materials, fuels or other combustible, or explosive materials are present;
• EV supply equipment designed to be installed at an altitude of more than 2 000 m;
• EV supply equipment intended to be used on board on ships.
