This part of IEC 61851 applies to the EV supply equipment (EVSE) to provide energy transfer between the supply network and electric vehicles (EVs), with a rated maximum voltage at side A of up to 1 000 V AC or up to 1 500 V DC and a rated maximum voltage at side B up to 1 500  DC.
This document specifies the EVSE of system A, system B, system C and system D as defined in Annex A, Annex B, Annex C, and Annex D. Other systems are under consideration.
This document provides the requirements for bidirectional power transfer (BPT) EVSE for system A, system C and system D, with a rated maximum voltage at side A up to 1 000 V AC or 1 500 V DC. The requirements for reverse power transfer (RPT) and BPT for system B and system D are under consideration and are not specified in this document.
Annex E provides information on the behaviour and functional requirements at side B to support grid code compliance during bidirectional power transfer (forward power transfer is under consideration). It focuses on the coordination between the EVSE and the EV in response to grid events on side A.
NOTE 1 Users of this standard should be aware that in most jurisdictions there are national or local requirements that must be met by systems using EVSE with reverse power transfer. Examples include EN 50549-1, IEEE 1547, DIN VDE-AR-N 4105, JEAC 9701 and AS/NZS 4777.2
This document does not cover all safety aspects related to maintenance.
This document specifies systems with protective separation between side A and side B.
Systems without protective separation between side A and side B, for example, systems without separation or systems with simple separation, are under consideration.
The requirements for digital communication between EVSE and the EV to control energy transfer are defined in IEC 61851-24.
Specific requirements for EVSE with multiple vehicle connectors are provided in Annex G.
General information about energy transfer control, signalling and digital communication is provided in Annex H.
General information on the touch current and touch impulse current is provided in Annex I.
Requirements for EVSE without current, voltage and/or power control are under consideration.
For controlled voltage mode (CVM), when the battery system is not connected: under consideration.
EVSE in compliance with this document are not intended to provide energy transfer to a single EV with:
– multiple vehicle connectors of the same EVSE, or
– multiple EVSE.
Requirements for such use case are under consideration.
NOTE 2 Requirements for EVs mated to an EVSE are specified in ISO 5474 series.
This document does not cover accessibility requirements related to the use of EVSE by persons with reduced mobility and persons with disabilities.
NOTE 3 In some countries, requirements for accessible EVSE are included in EN 18324 (under development by CLC/JTC 11/WG 2): EU.
Additional requirements for specific applications of EVSE are given in the following documents:
– IEC 61851-23-1: DC electric vehicle charging station with an automated connection device
– IEC 61851-23-3: DC electric vehicle supply equipment for Megawatt charging systems
– IEC TS 61851-23-4: Portable DC electric vehicle supply equipment
This standard does not include all requirements for:
– electrical devices and components used in EVSE, which are covered by their specific product standards;
– vehicle adapters, which are covered by IEC TS 62196-7;
– EMC for EVSE, which are covered by IEC 61851-21-2;
– EMF for EVSE;
– storage systems for the supply of EVSE;
– security of the EVSE;
– EVSE that relies specifically on electrical separation with rated side B voltage up to 120 V DC, which are covered by IEC 61851-25;
– EVSE that relies specifically on double or reinforced insulation with rated side B voltage up to 120 V DC, which are covered by IEC TS 61851-3 series;
– energy transfer with rechargeable energy storage system (RESS) off board of the EV;
– energy transfer with trolley buses, rail vehicles, and vehicles designed primarily for use off-road.
