By maintaining a general overview, the document provides guidance while preserving the flexibility needed to adapt the available methodologies to specific contexts, recognizing that implementation will often differ in practice due to variations in disciplines, resources, and related factors. The purpose of the presented guiding framework is to support private and public decision-making and to inform policy decisions.
