This standard reveals the nature of real estate environment management. Every real estate owner, with their decisions and financing, ensures the safety (in general: maintenance) and usability of the real estate environment as regarding the real estate they own, both for society and the specific end user. In order to provide for a suitable real estate environment, various activities are required, the implementation of which is generally carried out by specialists with appropriate training. The classification of activities prepared within the standard is required by the owner primarily so as to understand the scope of activities related to their real estate - ownership always brings about an obligation. Legislation in society is applied at different levels, regulating minimum requirements for activities related to maintenance and results thereof. The owner of a specific property can always aspire towards higher quality than mere compliance with minimum requirements.
In providing maintenance services, the parties to the agreement adhere to provisions of the authorization agreement or the contract for services provided for in the Republic of Estonia Law of Obligations Act, depending on the form of contract/agreement chosen.
The classification of activities, which is part of the standard, is also necessary for the purpose of analyzing costs related to the real estate property and distributing these costs between the parties related to the property.
The standard presents the basic concepts related to relevant field and describes rational and premium quality organization of real estate environment management, the accompanying information needs and documentation, and the associated costs.
Compliance with this standard is voluntary until it has been made mandatory, for example by legislation or by agreement between the contracting parties.
